Advisory Committee, whose views on his proposals were
expressed in the memorandum enclosed in Foreign Office
letter to the Colonial Office F 2440/93/10 of March 28th
1927. It is true that he has now reduced his immediate
requirements from one million four hundred and four
thousand pounds to the more moderate sum of two hundred
and thirty thousand pounds; but the principle remains
the same, viz. that no sum, great or small, should be
allotted from the Fund except through the Board of
Trustees which has not yet come into existence.
